Short answer

DYS, the Support Management System, is the electronic platform through which Türkiye's Ministry of Trade export support programmes are filed and tracked. Any company that wants to use export support registers here first and defines its authorised users. Registration itself is free; only the electronic signature carries a cost.

Applications to Türkiye's Ministry of Trade support programmes are no longer made on paper. Filing, document submission and tracking all run through the Support Management System, known by its Turkish initials as DYS. For any company planning to use export oriented support, this is the first stop.

This guide covers what the system does, the registration and authorisation steps, and the points that decide whether an application goes through cleanly.

What the system does

Three things in one place:

  1. Beneficiary registration. The company or institution receiving support is defined in the system.
  2. Applications. Scheme applications and their supporting documents are uploaded.
  3. Tracking. Application status, deficiency notices and outcome notifications are followed on screen.

Under the old paper process, finding out where a file stood meant writing to the institution. The system moved that tracking onto the company's own screen. In exchange, the formal rules tightened: the system will not accept a missing or wrongly typed document.

Who registers

Companies seeking Ministry of Trade support, cooperating institutions and any other beneficiary the programme defines. In practice that covers every manufacturer and trading company exporting or preparing to export.

Registration is mandatory. An unregistered company cannot reach the application screen.

Registration and authorisation

StepWorkWatch for
1. Beneficiary definitionUndertaking, information form, signature circular and registry documents filed with the Exporters' AssociationMust match the MERSİS trade registry record; a mismatch stops the filing
2. User authorisationAn authorisation form for each person transacting for the companyIf the person is not employed by the company, the form must be notarised
3. Sign inAccess at dys.ticaret.gov.tr with an electronic signature or e-Government credentialsWhen the signature circular lapses, user roles are deactivated
4. FilingThe application is opened under the relevant support headingEach scheme has its own document list

These steps can take several working days. Starting registration a few days before a deadline usually means missing that deadline.

When an authorised person leaves the company or signing authority changes, the definition has to be updated. A stale authorisation causes the system to refuse the transaction at filing.

Which schemes run through it

The instruments in force are Presidential Decree 5973 on Export Supports (Official Gazette, 18 August 2022) and, for e-export, Decree 5986.

That decree repealed the separate communiqués that used to govern each scheme, including 2011/1 on market research, 2010/6 on overseas units and brands, 2006/4 on TURQUALITY, 2014/8 on market entry certificates, 2010/8 on UR-GE and 2008/2 on design support. A great deal of material online is still written around those numbers.

The headings under the decree:

  • Market entry certificates and market research
  • Trade fair participation at home and abroad
  • Overseas promotion, overseas unit and store rent
  • Trademark registration abroad, the Brand and TURQUALITY programme
  • Designer companies, design offices and design support
  • Global supply chain, company and brand acquisition
  • Adaptation to the European Green Deal
  • E-export and marketplace support
  • UR-GE, consortia, virtual fairs and trade delegations for cooperating institutions

Support ceilings are updated at the start of each calendar year. We do not print amounts here; verify the current limits from the table the ministry publishes.

Do not confuse it with investment side support

DYS is the export support system. Support relating to the investment itself runs elsewhere:

Support areaFiled through
Ministry of Trade export supportsDYS
Investment incentive certificateThe Ministry of Industry and Technology's electronic system
KOSGEB programmesKOSGEB's own application panel
TÜBİTAK programmesTÜBİTAK application systems
Development agency programmesEach agency's own system

A company can use several channels at once. Where it does, cost lines have to be separated so the same expenditure is never funded twice.

Common filing mistakes

Uploading under the wrong document type. The system asks you to select a type for each document. The right document under the wrong type counts as missing.

Format errors. File format and size limits apply. A poorly scanned document can come back as unreadable.

Confusing expenditure dates. Each scheme has an eligible expenditure window and the invoice date has to fall inside it.

Missing a deficiency notice. Notices arrive through the system and the period is short. Companies that do not check weekly lose it.

Not updating authorisation. When the authorised person changes, the old definition cannot transact.

A practical order of work

  1. Register and complete authorisation, even before you have an application plan.
  2. List the trade fairs, target markets and promotional activity planned for the year.
  3. Map each activity to the support heading it falls under.
  4. Decide up front which documents each activity will need, and collect them as you spend.
  5. File after the activity is complete, within its period.

Collecting documents at the moment of spending is far easier than hunting for them later. Filing the participation certificate and a stand photograph alongside the trade fair invoice on the same day saves days six months later.

If you want help

For a first registration, or where applications keep returning with deficiency notices, let us review your existing record and past files. The repeating error is usually in one place, and once corrected the following applications run cleanly.

Key takeaways

  • Registration is filed with the relevant Exporters' Association, in person or by registered electronic mail.
  • People who will transact on the company's behalf are defined in the system and verified with an electronic signature.
  • Market entry, trade fair, promotion and e-export support schemes are all filed through DYS.
  • The most common mistakes are uploading a document under the wrong type and answering a deficiency notice late.
