DYS Consulting

Most of the time lost on DYS applications goes to mistyped fields and late replies to requests for missing documents. We handle the work inside the system.

Who it is for

Firms using export and market entry support schemes.

What you end up with

  • Setting up company and user definitions
  • Filling in application forms and uploading documents
  • Closing out requests for missing documents on time
  • Payment claims and entitlement applications

Every company applying for Türkiye's export oriented state supports passes through the same gate. The Support Management System, known as DYS, is the electronic platform where Ministry of Trade support applications are filed, documented and tracked. Without registration, no application can be opened.

The instruments in force are Presidential Decree 5973 on Export Supports (Official Gazette, 18 August 2022) and, for e-export, Decree 5986. That decree repealed the separate communiqués that used to govern each scheme, including 2011/1 on market research, 2010/6 on overseas units and brands, 2006/4 on TURQUALITY, 2014/8 on market entry certificates and 2010/8 on UR-GE. Content still written around those communiqué numbers is describing repealed rules.

The system is not technically difficult, but it is bureaucratically strict. Beneficiary registration, user authorisation and electronic signature definitions must all be complete before a single application can be started. Because those steps take days, companies that begin close to a deadline miss it every cycle.

Recurring problems

Leaving authorisation to the last minute. User definitions and e-signature matching can take several working days and must be finished before the filing date.

Uploading a document in the wrong format. The system is strict about document type and file format. The correct document in the wrong format counts as missing.

Expenditure dated outside the eligible period. Each scheme has its own eligible expenditure window. An invoice dated outside it will not be accepted.

Answering a deficiency notice late. The period is short, and notices generally arrive through the system itself. Companies that do not check it regularly lose the window.

Not updating company records. When the address, authorised signatory or field of activity changes, the system record has to change too. Applications filed on stale records create problems.

A mismatch with the trade registry system. If the beneficiary information form does not match the MERSİS record, the application is not processed; the registry data prevails.

An expired signature circular. Once it lapses, the user's roles are deactivated and nothing can be filed.

Who this fits

Manufacturers and trading companies exporting or preparing to export, businesses attending trade fairs abroad, companies registering trademarks and running promotion in foreign markets, and firms selling through e-export channels.

For first time applicants we usually start with registration and authorisation. For companies already registered whose applications keep returning with deficiency notices, we review the past files first and find the repeating error.

How this sits against other schemes

Support delivered through DYS is on the export side. Support relating to the investment itself, such as the investment incentive certificate, KOSGEB programmes and R&D schemes, runs through different systems. Cost lines always have to be separated so the same expenditure is never funded twice, and where an investment incentive certificate is in play the legislation limits combining it with other public support. We check that before a plan is built.

Setting that separation up at the start matters. The same trade fair participation or promotion cost appearing in two files can trigger a repayment request later.

Sources and currency

This page follows Presidential Decree 5973 on Export Supports and Decree 5986 on E-Export Supports. Last reviewed 23 September 2026. Support ceilings are updated at the start of each calendar year, and we verify the current figures with you before filing.

Getting started

The first meeting covers your export position, target markets and the activities planned for the year. We then send a written note on which support headings you qualify for and which system side steps are missing. That first assessment is free.

Common questions on this topic

What is DYS?

The Support Management System (Destek Yönetim Sistemi) is the electronic platform where applications, document submissions and tracking for Ministry of Trade support programmes take place. Applications to those schemes go through this system.

What is needed to register?

Two stages. The company is first defined as a beneficiary by submitting a system use undertaking, a beneficiary information form, the signature circular and current trade registry documents to the relevant Exporters' Association. A user authorisation form then follows for each person who will transact. If that person is not employed by the company, the form has to be notarised.

Is an electronic signature mandatory?

Yes, for any user transacting in the system. The certificate must be issued in the name of an authorised company representative and be valid.

Which supports run through DYS?

The schemes under Presidential Decree 5973 on Export Supports, plus e-export schemes under Decree 5986. Market entry certificates, trademark registration abroad, market research, trade fairs at home and abroad, overseas unit rent, promotion, design, the Brand and TURQUALITY programme and global supply chain support all sit here.

We received a deficiency notice. What now?

The period given is short and letting it lapse can end the application. On the day the notice arrives, establish exactly which document is requested and upload it in time. The most common failure here is submitting the right document in the wrong format.

Can we file ourselves?

You can. What a consultant adds is knowing which document belongs to which scheme and avoiding time lost to formal deficiencies. The interface can be learned; the detail of the legislation changes periodically.

When is the support paid?

After the application is evaluated and found eligible. Timing depends on the programme and on whether the file was complete; files returned for missing documents extend it.

Do you have a file under this heading?

Describe the situation briefly and we will map out the programmes you qualify for and a likely timetable.
